There is no way to view your characters without loading the game, because the character data is on a server at NCSoft.
I have an alternative for you, however.
You can download
the CoH costume creater from the CoH Korea site. It only has old costume peices (they made it during I5 to promote CoH in Korea), but you can install your costume mods exactly as you do with the game itself, as long as they replace textures that were in the game in time for I5.
You will find that the text is in Korean. Don't be discouraged. It is really in English, but you can't see it because it includes a Korean language plug-in. If you delete the plug-in, you can see it in the original English. Here's how to do it.
First, if you haven't run it yet, do so one time, just to get it in the registry. On the first option menu, the option to exit is at the bottom.
Next, open the registry editor. Open your start menu, click on Run and type in regedit.
Navigate to HKEY_CURRENT_USER/Software/Cryptic/KRCOH
On the right, find the entry for Locale. Double click on that, set the value to 0 and click ok.
On the left, right click on the KRCOH folder itself and select Permissions. Click on Advanced, then on Add.
Enter "Everyone" in the box and click OK. In the window that opens, find the line for Set Value and check Deny. Click Ok, yes you want to do this, then ok again.
That's it. The next time you start the costume creator, everything but the ad links will be in English. You can now create your new costumes, test your costume mods and even save costumes to your own computer.
