firstly, the version you downloaded is just the file, sadly this expects you to know where to put it, so I have 2 solutions for you.

First Method: Download my recompressed version of the mod. The mod is the same, except I've made all the folders for you. All you may need to do is create a folder named "Data" inside your CoH folder. Then extract my zip file to Data. It should then work. Remember that to see it you must change your in game chest emblem to match that of the mod. In this case you must set you chest emblem to the letter S. It will work on any human character regardless of male/female/huge.

Second Method: If you don't yet trust or know the Akurei name in CoH mods. Open your City of Heroes folder. Now there create a folder named "Data". Next inside your Data folder create a new folder called "texture_library". Inside the texture_library folder, create a folder named "PLAYERS". Inside PLAYERS create a folder named "AVATAR". Inside AVATAR create a folder named "Super_Shared". Inside Super_Shared create a folder named "Emblem". Finally drop the file you downloaded into your Emblem folder.

And yes, there are some of us, who have made CoH into entirely different worlds. If you want to see something changed, but don't want to wait for new Issues. There are plenty of forums around still focused on modding CoH.

Default Spines mod not working!?!?!

Is there a problem with the location?

I have a question: Will the COH staff delete any accounts with modded characters?

Nope your fine. They would start warning people first. The game allows you to load these modifications, so really all they need to do is just turn that feature off. They have total control.

Clfare, I have Noooo idea. I haven't even begun to use all those mods.

No, I cannot guarantee anything. But I haven't had issue as of yet and I've been playing since the release.

how do i get the metal spines to work i put it in the City of Heroes\data\texture_library\ITEMS\Weapons directory but it still does not load.

the file i have is a .dds file
PoisonSpike2.dds to be exact.

was a great looking mod btw.
i have used a few of your other mods and they worked great
