Island War
I have figured out one of the conditions that triggers this quest - you have to have the Talisman O'Nam first, or the Council won't give you this quest. Probably because during the war, there are no pirates, therefore no Talisman available.
 I thought about updating the Wiki myself, but I've never done that before and I chickened out... |
