Unhandled exception

Recently (in the past 5 days or so), whenever I try to load or create
a hero in the builder, I get the error indicated below. This occurs
even if I remove current builder folder and reinstall from scratch.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.
