It's my opinion that Guild Wars doesn't need this type of reset, as every combat zone is instanced. In other words; nothing forces you to play with level 20's on your team. If items mattered more, I could see that being somewhat of an issue, but a twinked character doesn't have much advantage over a good player with a regular character (until you can access max armor, which should take a long time even for a rich player). Also, if you're playing Factions or Nightfall, level 20 hits so soon anyway, it's somewhat irrelevant.
Also, I hate the idea of the possibility that someone will have a character that I can't play with (due to being on the wrong server). This annoys me with my WoW friends. If ever I were to start the game, I would have to start 3 new characters on 3 different servers to play with all of them -- a huge barrier to entry.
Also, every 6 months = new expansion = new items = mass influx of level 1's.
